Before reviewing the plans you might find it convenient to print this form and keep it on hand as you evaluate the proposed project.  Your evaluation will be easier if you have handy access to the questions and can take notes as you review the plans.

Park Type and Use

Scale - What is the scale of the park/open space (city-wide, regional, community, neighborhood, local)?

Uses, Users, Hours - What are the intended uses? Who will be the primary/intended users? What hours will the park/open space be used predominantly?

Relationship to Community - What is the relationship or interface between the park/open space and the adjacent community? What are the adjacent uses (residential, commenrcial, other parks, street, major road, etc.)?

Design and Layout of the Park

Shape - What is the physical layout of the park (symmetrical, asymmetrical, long and narrow, etc.)? Does the shape and/or layout of the park make it difficult to maintain its surveillance?

Facilities - What, if any, facilities are provided within the park (soccer fields, baseball, hockey rink, children's playground equipment, etc.)? Will any of these facilities and their normal activity uses negatively affect or encroach on neighbouring property? Does/will the layout of the facilities create any unintended movement through other activity areas (i.e. has the playground been situated between the parking lot and tennis courts)?

Movement Corridors – Does the park have planned pathways? Have the internal movement corridors(including pathways) been designed to minimize conflict between users?

Access

Points of entry/exit - Are there designated access points to the park/open space? How many, (including pedestrian or cyclist, automobile parking, other)? If so, how many are clearly visible from adjacent streets or neighbouring homes? Which ones are not? Is there potential for "unintended" access points and "shortcutting"?

Pathways - Is the park connected to the Regional Pathway System or a local pathway? If so, is this access designed so as to provide maximum opportunity for surveillance? Is the width of the pathway sufficient to provide safety for all users? Has the pathway been designed to provide unobstructed vision for at least 50 feet?

Parking - How does the parking for the park relate to the overall layout? Is the parking designed so as to provide maximum safety and opportunity for surveillance?

Landscaping and Vegetation

Fencing - What is the function of the fence? Does the fencing serve a purpose of property definition or controlled access? Is this type of fencing appropriate for its intended function? Does it allow for surveillance?

Topography - Does the topography of the park (natural or created) allow for its surveillance by the surrounding community?

Vegetation - Does the vegetation in the park (upon maturity) promote or hinder its surveillance from the surrounding community? What is the condition of the vegetation? (manicured, overgrown, unkempt, etc.)

Signage - Is there adequate signage providing direction, decision points, maintenance, upcoming obscure areas, etc. indicated on the plans?

Other on-site conditions

Transition - Is there adequate transition from the park to the street and/or adjacent uses? Is there adequate transition between different uses in the park?

Lighting Are there any areas on-site where there appears to be a lack of lighting provided?

Garbage receptacles and storage - Are there any garbage receptacles provided for users of the park? Are they secure? Is the material, design and scale of the garbage receptacles such that it does not obscure (approaching) users' visibility?

Amenities – Are there adequate amenities for park users (i.e. benches)?
